New Hungary Work Permit Rules (June 2026): Can Foreigners Still Work in Hungary?

Recent headlines and social media posts following the Hungarian Government's decision of 5 June 2026 have created the impression that Hungary has completely closed its labour market to foreign workers.
That is not entirely accurate.
The latest amendment introduces significant restrictions affecting the guest worker residence permit system. However, it does not mean that foreign nationals can no longer live, work or do business in Hungary.
Under the new regulation, Hungary currently does not designate any third countries whose citizens may obtain a new guest worker residence permit under the specific guest worker regime.
This is undoubtedly a major policy shift. At the same time, it is important to understand what has changed and, equally importantly, what has not.
What Has Actually Changed?
The amendment primarily affects the guest worker framework that has been widely used in recent years by labour leasing companies and large employers to recruit workers from outside the European Union.
In practice, the government has significantly restricted access to the guest worker residence permit category. The stated objective of the amendment is to reduce mass labour migration and to strengthen the protection of the domestic labour market.
As a result, companies that previously relied heavily on this specific permit category may need to reconsider their recruitment strategies and workforce planning.
What Has Not Changed?
The amendment does not eliminate all legal pathways for foreign nationals wishing to come to Hungary.
Hungarian immigration law continues to provide a range of residence and employment options depending on the individual's circumstances and objectives.
The changes do not automatically affect:
foreign company directors,
business owners and entrepreneurs,
investors,
family members of Hungarian residents,
individuals applying under other residence categories provided by Hungarian law.
Furthermore, the regulation contains transitional provisions. Existing permits generally remain valid, and specific rules continue to apply to extensions and certain ongoing procedures.
Why This Matters for Foreign Businesses
For many years, foreign investors and entrepreneurs often approached Hungary with a simple question:
"Can I obtain a work permit?"
Following the latest changes, that question has become less relevant.
The more important question is now:
Which residence category best fits my business plans and long-term objectives in Hungary?
The answer may differ significantly depending on the applicant's nationality, role within the business, investment plans, family situation and intended length of stay.
A structure that may have been suitable under previous rules may no longer be the most appropriate solution today.
The Importance of Proper Planning
One of the most common mistakes foreign businesses make is assuming that immigration planning can be addressed after the company has already been established.
In reality, residence rights, employment arrangements, corporate structure and regulatory compliance are often closely connected.
A change in immigration policy can have implications far beyond the permit application itself. It may affect company formation, management structures, employment relationships and long-term business planning.
For this reason, obtaining legal advice at the planning stage is often significantly more effective than trying to resolve issues later.
Looking Ahead
The latest amendment is likely not the final chapter in Hungary's immigration policy.
More than twenty different legal grounds currently exist under which foreign nationals may reside, work or conduct business activities in Hungary. The practical application of the new rules will continue to develop in the coming months, and further regulatory changes cannot be excluded.
What is already clear, however, is that Hungary has not closed its doors to foreign nationals.
The rules have changed. The legal analysis has become more important. And choosing the right immigration strategy is now more critical than ever.
