Hungarian Employment Law May Change – What Foreign Employers Should Watch

Hungarian employment law may be facing important changes.

Recent policy plans include a wider review of the Hungarian Labour Code. The rules for employing third-country nationals may also change, and new EU employment rules will continue to affect Hungarian law.

For foreign companies doing business in Hungary, these developments are worth watching.

This does not mean that employers need to change their employment contracts tomorrow.

But some of the rules behind hiring, managing and terminating employees in Hungary may change in the future.

The Hungarian Labour Code was written for a different labour market

The current Hungarian Labour Code entered into force in 2012.

A lot has changed since then.

Hybrid and remote work are now common in many industries. More people work in international teams. Employers use digital tools to manage and monitor work. Platform work has grown, and international recruitment has become more important.

The way we work has changed quickly.

Employment law also needs to follow these changes.

A wider review of the Labour Code could therefore affect several areas that are important for foreign employers in Hungary.

These may include working time, remote work, employer monitoring, employee privacy, different forms of employment and termination of employment.

For international HR teams, there is one simple point to remember:

A global HR policy is not automatically a Hungarian HR policy.

Local rules matter.

Hiring foreign workers is an important part of the picture

This is especially important for companies that employ people from outside the European Union.

Hiring a third-country national in Hungary is not only an employment law question.

The employee's nationality, residence status, position, employer and type of residence permit may all be important.

These questions must be considered together.

Hungary has changed the rules for employing third-country nationals several times in recent years. In 2026, further review of this system was also put on the agenda.

For international employers, it is therefore important to think about the legal structure early in the recruitment process.

A person may be the perfect candidate for a job.

But the immigration side also has to work.

Not every change starts in Hungary

EU law also has an important effect on Hungarian employment law.

One example is platform work.

The EU Platform Work Directive introduces new rules in areas such as employment status, algorithmic management and automated systems used to manage people working through digital platforms.

EU Member States must implement these rules by 2 December 2026.

For international companies, this creates another practical issue.

A company may use the same HR system, employment contract templates or internal policies in several European countries.

But local rules may still be different.

What works in another European country may not work in Hungary without changes.

Change may be coming. But the law has not changed yet.

This is probably the most important point.

A policy plan or a planned legal review is not the same as a new law.

Foreign employers do not need to change their Hungarian employment contracts simply because possible reforms have been announced.

Until new legislation enters into force, the current rules still apply.

But it is worth watching what happens next.

If the planned reforms become law, they could affect many parts of employment in Hungary. This may include recruitment, working conditions, employer monitoring and termination.

What should foreign employers do now?

Probably nothing dramatic.

There is no reason to redesign your Hungarian employment structure because of a headline.

But this may be a good time to look at your current Hungarian employment documents and HR processes.

Which documents were prepared under Hungarian law?

Which ones came from another country or from a global company template?

And which parts may need to be reviewed if Hungarian employment law changes?

It is much easier to answer these questions before a problem appears.

Hungary can remain an attractive place for international businesses. But if your company employs people here, Hungarian employment law cannot simply be another checkbox on an international HR list.

Local rules matter.

And some of these rules may soon change again.

Employing people in Hungary?

Hungarian employment rules may be different from the rules your company uses in other countries.

If you are hiring employees in Hungary, reviewing employment contracts or dealing with a specific employment issue, local legal advice can help you avoid problems before they become expensive.
